Failure on uploading photo

I tried to upload a photo to be my icon, however the system kept telling me that the size of the photo is too large and i should upload a photo that’s smaller than 10mb. I checked the information of the photo, but it only 3.5mb. I also tried uploading other photos, still the same result for me.
