Remove semantically identical Feature requests in Feedback

The request to merge different versiins of a song into one clogs the whole feedback stack. Use a gpt or gemini api call to identify semantical duplicates and merge them into one, warn users who spam duplicate feature requests and ban them for exponentially increasing times if they keep on spamming dupe requests.
