Add an API for Third-Party Apps to Report "Now Playing"

I'd like to request an API that allows third-party apps to report the user's currently playing media. Similar to the Last.fm scrobbling API, any supported app could integrate with the API, and users could simply authorize the app to submit their playback activity.
